You will find the comment in the book on Gandhi edited / prefaced by Thomas Merton. If you get to the final source please let me know.
It looks like it's probably from Gandhi's "Non-Violence in Peace and War" (ISBN 0824003756), which is rare enough that I probably won't run across a copy for awhile. Thanks for the lead.
